Office OF THE SENIOR SPECIAL ASSISTANT TO THE PRESIDENT ON FOREIGN AFFAIRS AND DIASPORA PRESS RELEASE

Dabiri-Erewa condemns stabbing to death of Nigerian teenager in London

Abuja, July 6, 2106: Hon. Abike Dabiri-Erewa, Senior Special Assistant to the President on Foreign Affairs and Diaspora has condemned the gruesome stabbing to death of another Nigerian teenager in London.

In a statement by her Special Assistant on Media, Abdur-Rahman Balogun in Abuja, Dabiri-Erewa said the killing of 17-year old Fola Orebiyi, was unacceptable to the government and people of Nigeria.

Dabiri-Erewa said the killing of Orebiyi and other extra judicial killing of Nigeria citizens in UK was becoming worrisome.

She called for full investigation of the incident and urged the UK government to make sure that justice prevails.

While condoling the family of the deceased boy on the ugly incident, she prayed unto God to give the bereaved family the fortitude to bear the painful loss.

She said that while Nigeria will not condone crime and criminal tendencies, it takes exception to the harassment, killing and execution of her nationals abroad unjustifiably.

Dabiri-Erewa urged Nigerians to support President Muhammadu Buhari administration in making Nigeria a better place, urging them to support the administration war against corruption.

A Nigerian student, Fola Orebiyi, was reportedly stabbed to death in a street clash on Sunday July 3, in Notting Hill, London, by a gang of youths.

He was reportedly involved in a fight on a nearby estate with a gang of youths, who chased him into the busy road where he was stabbed in the neck in front of shocked passersby and tourists.

Following the stabbing, he collapsed and bled to death and all efforts by the Police and paramedics to resuscitate him, proved abortive.

The deceased’s neighbour, Osman Sahal, told the police: “He was a nice boy and very considerate; none of us can understand how this could have happened.

“As far as I knew, he was never in trouble. I suppose we must now wait for the police to investigate.”

Orebiyi, who completed his General Certificate of Secondary Education (GCSE) at Holland Park in London, was studying for his A levels at the Chelsea Academy before his death.

After the incident, a yet-to-be identified 15-year-old boy was arrested by the London police in connection with the death.

An anonymous teenager was quoted to have told the police: “I know what happened; he was protecting a friend over a silly beef which turned violent.”

“She said: “It was traumatising. It took half an hour for the ambulance to arrive even though there are hospitals all around. I spoke to the person who called the police and he said it took them so long to get here.

Forgery: Senators stage walkout as Senate becomes divided over invitation of AGF

A former President of the Senate (name withheld) on Tuesday warned the Upper Chamber against inviting the Attorney General of Federation and Minister of Justice, Abubakar Malami, over the forgery suit against the President of the Senate, Dr. Abubakar Bukola Saraki, and his Deputy, Ike Ekweremadu.

The former Senate president, who is also the serving senator, gave the warning shortly before the lawmakers reached the decision to invite Malami to appear before the Senate.

He made the position known at the closed-door session of the Senate, which lasted for over one and half hours, before plenary.
He said the lawmakers should tread the path of caution on the matter.

He said the only solution to the issue on ground was for the leadership of the Senate to talk to the senators that petitioned the Police to withdraw the matter.

After the former Senate president discovered that the senators were not prepared to listen to his advice, he walked out immediately after closed-door session.

Many other senators opposed to the invitation of Malami, especially those of the Unity Forum, walked of the plenary before the debate on the motion sponsored by Senator Dino Melaye to invite Malami started.

Senators that walked out of the plenary included James Manager, Abu Ibrahim, Ahmad Lawan and George Akume. one and half hours, before plenary.

Militants Attack :Ogun Urges Residents To Be Calm

The Ogun State Government has noted with deep regret the recent and unfortunate invasions of some of its communities by suspected militants who wreaked havoc on residents and national assets in the areas.

The affected communities are Ibafo, Arepo, Ebute Ibafo, Elepete and Kajola towns in the Obafemi Owode Local Government Area.

Government views these invasions as a direct attack on it and will confront it with every available force.

Towards this end, we are already collaborating with security agencies to unravel the causes and bring those behind this mindless destruction of lives and property to justice.

We are not only determined to apprehend and bring the perpetrators to book alone, ultimately our resolve is to forestall these unwarranted attacks on our people.

We hereby appeal to residents of the State, particularly those in the affected communities to remain calm as Government will leave no stone unturned to end the onslaught which is a threat to the peace the State is noted for.

The good people of the State would recall that the Senator Ibikunle Amosun CON FCA led administration on assumption of office gave priority and have continued to priotize the issue of security which has yielded immense results with near zero crime rate across the State.

We further assure residents that we will not relent in our efforts and will not spare undesirable elements threatening the peace we have enjoyed over time.

We also want to use this opportunity to appeal to residents, royal fathers and opinion leaders to be vigilant and report all suspicious movements or gatherings to the security agencies.

Buhari's Sugar _Coated Pill Takes Anti_Graft War To The states

BUHARI'S SUGAR-COATED PILL TAKES ANTI-GRAFT WAR TO THE STATES
By Garba Shehu,
Senior Special Assistant to the President on Media and Publicity.
The recent agreement between the federal and state governments to implement a Fiscal Sustainability Plan, FSP marks a new level in President Muhammadu Buhari's  ambitions to cure the Government at federal and state levels of their corruption ills.
Before now, observers had noted the existence of a gap between what the administration is doing at the center and the business-as-usual going on in the states, without regard to the political party in power.
President Buhari campaigned on a platform of good governance and zero tolerance for corruption, promising to reign in the massive malfeasance in the the three tiers of the government in the country's ecosystem. His victory at the polls is largely owed to his anti-corruption stance.
In twelve months of the new government, there is not a single whiff of corruption scandal from the administration. Which is unlike the past when the occurrence of fraud or scams was a weekly and sometimes a daily affair.
While he has waged this war, the like of which had never been seen before against corruption at the center yielding enormous successes in this  period, corruption allegations continue to dominate the headlines in many of the states.
Now, it is clear, the government in Abuja is determined to redefine the relationship between the center and the states by bringing systemic reforms to curb corruption at all levels.
This is something the President had foretold in his inaugural address when he stormed into power on May 29th,2015.
Hear what he said:
"Elsewhere relations between Abuja and the States have to be clarified if we are to serve the country better. Constitutionally there are limits to powers of each of the three tiers of government but that should not mean the Federal Government should fold its arms and close its eyes to what is going on in the states and local governments. Not least the operations of the Local Government Joint Account. While the Federal Government cannot interfere in the details of its operations it will ensure that the gross corruption at the local level is checked. As far as the constitution allows me I will try to ensure that there is responsible and accountable governance at all levels of government in the country. For I will not have kept my own trust with the Nigerian people if I allow others abuse theirs under my watch."
While he got on with his own part, fighting corruption most vigorously than ever witnessed,he clearly wasn't content with his achievements for which he is getting richly-deserved accolades.
While it appeared to the impatient critic that the President was in a fix as to what to do, it seems clear by now that he merely waited in the lurch for the notoriously corrupt state administrations.
When he took office, he found out the two-thirds of the states, 27 precisely were in salary arrears. The new president considered this a national emergency and he promptly released funds  from the Central Bank to bail them out all.
Some of the accounts that trailed the spending of the bailout funds are, to say the least, quite unsavory.
President Buhari bided his time. Now that salary arrears have accumulated one more time and the states are back again asking for more money, he is saying to them that there is no more free ride for anyone.
The Nigerian Governors Forum, acting on a vision of their own or in somewhat anticipation of the President's mind set up a committee chaired by the extremely brilliant governor of Kaduna State, Nasir El-Rufai which provided the framework for a new bailout scheme.
Based on it, a grand plan was put together imposing new and stringent requirements for states accessing a N90 Billion Naira loans.
So far, as disclosed at the end of the last National Economic Council,NEC meeting by the ex_ Governor of Akwa Ibom state Godswill Akpabio, only five states have qualified to access the new facility.
The Minister of Finance, Kemi Adeosun who introduced the measures as part of a broader push for increased transparency and war against corruption was quoted extensively by The Nation as saying that "governors unanimously approved the plan; the commissioners (of finance) endorsed the plan; they know it is going to involve a lot of hard work in some cases."
What are the states required to do to draw from the loan?
Minister Adeosun itemized some of the conditions: "they have to clean out their ghost workers, set up efficiency units, reduce their recurrent expenditure, publish their accounts and also publish their budgets."
She went on to highlight five strategic objectives as the price governors and their states will have to pay if they want their states are to reduce corruption and be fiscally sustainable.
These five objectives are the improvement of accountability and transparency; increasing public revenue;rationalizing public expenditure; improving public financial management and having a sustainable debt management profile.
The specific conditions for accessing the new loans include:
Publishing audited annual financial statements within nine months of financial year end; publishing state budget online annually; introduction and compliance with International Public Sector Accounting Standards (IPSAS); quarterly online publication of budget performance; setting up realistic and achievable targets to improve Internally Generated Revenue, IGR and the implementation of the Treasury Single Account,TSA.
More of the set conditions include quarterly reconciliation meetings between the federal and state governments on VAT, PAYE taxes and other accounts as well as the sharing of databases among them on companies in their domains; setting limits on personnel expenditure vis-a-vis capital spending; biometric capture of employees on payroll; introduction of continuous internal audit and, the hardest of all, the federal government wants the states to strive to attain credit rating!
This, without gain sayings, is a tall order but as it is everywhere, tackling corruption in Nigeria is a massively herculean task, but not one that is insurmountable.
The generous dose of support for the policy options for decreasing the heist by the states is one such reason for optimism. By generally accepting to support the anti-corruption reforms enunciated by Abuja, states of the federation have sent a powerful message to the international community that corruption is equally a concern for them. Prospective investors have worried all the times they sought to get into the Nigerian markets that corruption played into their evaluation and assessment and it badly hurts. All must therefore be on the same page. Failure to tackle corruption,as the President has repeatedly warned, is having serious consequences for the nation's development and its existence as an entity. "We kill corruption or corruption kill us," says the President. And it is easy to see how this can happen: unfettered corruption can diminish the faith of ordinary citizens in the rule of law which leads to failure of democracy as a system of government, and in turn the failure of states.
It is with a view to waging a very successful war that government is showing a willingness to work with all stakeholders; with all anti -corruption forces including civil society, political parties, states and local governments. This is the only way it can work.
It may have taken some time for the federally financed anti-corruption spotlight to shine on the states, given how terribly wrong things had been in the past but the real shame of it is in the fact that citizens aren't still demanding accountability in their states.
Now that federal and state governments have unveiled a borrowing plan richly spiced and flavored with anti-corruption substance, it is hoped that the patently induced-hurdles will force reluctant states into line.
The Ministry of Finance for their part should do all it can to ensure that the barriers to entry are not lowered for anyone, party member or not.

Give Honest and Sincere Appreciation

What is honest and sincere appreciation? It simply means  the ability to recognize a value of a thing. The Oxford Dictionary defines appreciation as the pleasure That you have when you recognize an enjoy the good qualities of something or somebody.

The psychologist William James said, "One of the deepest desires of human beings is the desire to be appreciated. The feeling of being unwanted is hurtful. "

Expensive jewels are not gifts; they are apologies for shortcomings. Many times we buy gifts for people to compensate for not spending enough time with them. This might to our wife, best friends,family,co_workers etc. Real gifts are when you give part of yourself.

Sincere appreciation is one of the greatest gifts one can give to another person. It makes a person feel important. The desire to feel important is one of the greatest cravings in most human beings. It can be a great motivator.

"The greatest or biggest disease in this our generation is not Ebola, Lassa fever, leprosy or tuberculosis but rat in the feeling of being unwanted."

In order to be effective, appreciation must meet Certain Criteria:

*: It must be specific. If I tell someone that he did a good job, and walk away, what will go through his/her mind?
He will think, "what did I do good? "He will be confused.  But when I say, "The Way you handled that difficult customer was great,"then he knows what he is being appreciated for.

*: It must be immediate. The effectiveness is diluted if we show our appreciation for someone six months after he has done something commendable.

*: It must be sincere. It must come from the heart. You must mean every word. It is better not to appreciate if you don't mean it because insincerity comes through.

*: Don't qualify praise with a but. By using the but as a connector, we erase the appreciation. Use "and," "in addition to that " or some other appropriate connector. Instead of saying, "I appreciate your effort but.....",say something like, " I appreciate your effort and would you please "

*: After giving appreciation, it is not important to wait for acknowledgment. Some people are looking for a compliment in return. That is not the purpose of appreciation.

If you are receiving appreciation, accept it graciously with a "thank you."
It is easier to deal with honest rejection than insincere appreciation. At least the person knows where he belongs. Don't miss out an opportunity to give sincere appreciation. It builds self esteem and automatically your own self esteem increase.

Public appreciation is recognition.
